Central New York’s towns and regions, explained
Newcomers to Central New York hit the same puzzles in their first few months: a Liverpool address that pays town taxes to Clay, a city of Oneida that is not in Oneida County, and a Hamilton that could mean a college, a village or a county in the Adirondacks. This guide is for anyone trying to read the local map, whether you are house hunting, registering to vote or figuring out which town hall to call.
It covers what the region’s name means to different state agencies, the eight counties CNY Magazine covers and where each one keeps its county seat, how New York’s cities, towns, villages and hamlets fit together, why mailing addresses so often name the wrong municipality, and the place names that trip people up most.
What “Central New York” means depends on who draws the map
No state law defines CNY, and state programs draw it differently. New York’s regional economic development councils put five counties in their Central New York region: Cayuga, Cortland, Madison, Onondaga and Oswego. Oneida, Herkimer and Otsego counties belong to the Mohawk Valley region, along with Fulton, Montgomery and Schoharie, according to Empire State Development. Chenango County is grouped with the Southern Tier, which also includes Broome, Chemung, Delaware, Schuyler, Steuben, Tioga and Tompkins.
The state’s tourism site slices it another way. I LOVE NY files Syracuse under its Finger Lakes region and Oswego under Thousand Islands-Seaway, while its Central region pages cover Utica, Herkimer, Cooperstown and Binghamton. NYSERDA, which tracks heating fuel prices, uses yet another version: a 13-county Central region that takes in all eight CNY Magazine counties plus Broome, Cayuga, Delaware, Tioga and Tompkins.
This site covers eight core counties: Onondaga, Oneida, Oswego, Otsego, Cortland, Madison, Herkimer and Chenango. That footprint crosses three of the state’s economic regions, so the same town can be called CNY in one place and Mohawk Valley or Southern Tier in another.
Where the edges blur
These are the neighboring regions you will hear named most often, and where they overlap with CNY.
- Mohawk Valley: Utica and Rome are the two cities Empire State Development names for its six-county Mohawk Valley region; this site counts both as CNY.
- Finger Lakes: For tourism, Syracuse is a Finger Lakes city. For economic development, the Finger Lakes region is centered on Rochester and covers Genesee, Livingston, Monroe, Ontario, Orleans, Seneca, Wayne, Wyoming and Yates counties, none of them in CNY Magazine’s footprint.
- North Country: The state’s North Country region covers Clinton, Essex, Franklin, Hamilton, Jefferson, Lewis and St. Lawrence counties. Jefferson County, home to Watertown, borders Oswego County on the north, and Lewis County borders Oneida County.
- Southern Tier: Chenango County and its county seat, Norwich, are grouped with Binghamton’s Broome County in the state’s economic planning.
- Leatherstocking: This name, borrowed from James Fenimore Cooper’s Leatherstocking Tales, is used loosely for the country around Cooperstown and Otsego County. It turns up in organization names; one regional Scouting council that uses it covers Delaware, Herkimer, Madison, Oneida, Otsego and Schoharie counties.
The eight counties and their county seats
The county seat is where you find the county clerk, the county legislature and, in many upstate counties, the main DMV office. Oswego County’s DMV, for example, operates under the county clerk. Here is where each county keeps its offices, based on each county’s own website.
- Onondaga County: Syracuse. The county says it is made up of the City of Syracuse, 19 towns and 15 villages, and the Onondaga Indian Reservation is also within the county.
- Oneida County: Utica. The county office building is at 800 Park Ave.
- Oswego County: Oswego. The county clerk’s office is at 46 E. Bridge St.
- Otsego County: Cooperstown, a village. County offices are at 197 Main St.
- Cortland County: Cortland. The county office building is at 60 Central Ave.
- Madison County: Wampsville, a village in the Town of Lenox. County offices are at 138 N. Court St.
- Herkimer County: Herkimer, a village. The county clerk is at 109 Mary St.
- Chenango County: Norwich. County offices are at 5 Court St.
Three of the eight seats, Cooperstown, Wampsville and Herkimer, are villages rather than cities. A county seat does not have to be a county’s biggest place: Madison County is run from Wampsville, not from the City of Oneida.
Cities, towns, villages and hamlets
New York’s layers of local government are laid out in the Department of State’s Local Government Handbook, a 2018 edition reprinted in 2024. The short version follows.
- Cities each have their own charter and sit outside any town. The state has 62. Size is not the test: the handbook names Sherrill, in Oneida County, as the smallest city, with 3,071 residents in 2010, while some villages are many times larger.
- Towns cover all land outside cities and Indian reservations, and the state has 933 of them. The largest is the Town of Webb in Herkimer County, home of Old Forge, at 451.2 square miles, which the handbook notes is bigger than 11 counties.
- Villages are formed by residents of one or more towns to provide themselves with municipal services. A village’s land stays part of its town, and the handbook is explicit that village residents remain residents and taxpayers of the town. The state had 535 villages in 2018.
- Hamlets have no legal standing. The handbook says the term “does not define a formal community.” A hamlet is a named place governed by its town; Mattydale, Brewerton and Old Forge are all unincorporated places the Census Bureau tracks as census-designated places, not villages.
Living in a village means two local governments and can mean three tax bills. In the Town of Clay, for example, the receiver of taxes mails town and county bills around January 1, North Syracuse village bills around June 1 and school bills around September 1. School districts are a separate map again. Outside the state’s five largest cities, each district is its own government with its own board and tax levy, and its lines often differ from town and city lines. Syracuse is one of those five, so the Syracuse City School District follows the city’s boundaries and is funded through the city budget rather than its own levy.
Why your mailing address names the wrong town
A mailing address names a post office, not a municipality. The Census Bureau explains that the Postal Service assigns ZIP Code ranges to post offices, which assign them to delivery routes, and delivery routes ignore town lines. The Census Bureau’s 2020 file matching ZIP Code areas to towns shows how far they spill over. The shares below are by land area.
- Liverpool and Clay: The Village of Liverpool, about one square mile and 2,600 residents by the village’s count, is in the Town of Salina. But 87.5 percent of the land in the 13090 Liverpool ZIP is in the Town of Clay. Clay had 60,527 residents in 2020 and is the largest town in Onondaga County, according to the town.
- East Syracuse and DeWitt: The Village of East Syracuse grew up in northern DeWitt around rail yards built on land a railroad bought in 1872, according to the town’s history. The 13057 East Syracuse ZIP reaches much further: about 45 percent DeWitt, 32 percent Manlius and 23 percent Cicero.
- Clinton and Kirkland: The Village of Clinton sits near the middle of the Town of Kirkland, which also includes the hamlets of Clark Mills, Kirkland and Franklin Springs. About 76 percent of the 13323 Clinton ZIP is in Kirkland, with the rest in Westmoreland, Marshall, New Hartford and Paris.
- Old Forge and Webb: Old Forge is a hamlet in the Town of Webb, and the town’s own offices use an Old Forge address on State Route 28. About 71 percent of the 13420 ZIP is in Webb and 29 percent is in the Town of Ohio.
- Syracuse addresses outside Syracuse: The 13215 ZIP is 99 percent in the Town of Onondaga, 13214 is 85 percent in DeWitt, and 13219 splits mainly between Geddes and Camillus.
- Utica addresses in Herkimer County: Only about 18 percent of the 13502 Utica ZIP is in the City of Utica. The largest shares are in the Town of Deerfield and the Town of Schuyler, and Schuyler is in Herkimer County.
The practical upshot: your town, village, county and school district come from where the property sits, not from the envelope. The tax bill and the county’s real property records name the actual municipality and school district. If you are shopping for a house in Liverpool or anywhere else, check those before comparing taxes or schools.
The Oneida and Hamilton name traps
Two names each point to several different places.
Oneida
The name belongs to a county, a city in a different county and a sovereign nation.
- Oneida County is the Utica and Rome county, with its seat in Utica.
- The City of Oneida is in Madison County, according to Census Bureau geography. Its 13421 ZIP crosses the county line: about half the land is in the city, with the rest in Madison County towns such as Lincoln, Stockbridge and Smithfield and Oneida County towns including Vernon and Verona.
- The Oneida Indian Nation owns and operates Turning Stone Resort Casino, whose address is 5218 Patrick Road in Verona, which is in Oneida County, not Madison.
Hamilton
Three different Hamiltons sit in three different counties.
- The campus of Hamilton College is at 198 College Hill Road in Clinton, Oneida County, not in Hamilton.
- The campus of Colgate University is at 13 Oak Drive in the Village of Hamilton, inside the Town of Hamilton in Madison County. The 13346 Hamilton ZIP also reaches into the towns of Lebanon, Madison and Eaton.
- Hamilton County is a separate county in the Adirondacks, part of the state’s North Country region, with its county seat in Lake Pleasant. It is not one of CNY Magazine’s eight counties.
Good to know

- The ZIP-to-town shares come from the Census Bureau’s 2020 relationship file and measure land area, not population. A ZIP that is mostly farmland in one town can still have most of its homes in another.
- In towns that bill school taxes in September, such as Clay, those bills went out around September 1 and come due without penalty around October 1. Check your own town receiver’s dates.
- Your ballot for the November 3, 2026, general election lists town, village and county races based on where you live, not your mailing address. Voter registrations must be received by October 24, 2026, according to the state Board of Elections.
